Governor of Hongkong has distributed in South China through Chinese Chamber of Commerce 50,000 copies of Chinese translation of Article in 1914-15 Annual Report of China Association entitled "The Great War: I sug- Its Origin and the responsibility for it". gest that distribution throughout China generally would be advisable. If you agree please consult Governor of Hongkong, reference his despatch No. 155 and ask him to supply copies up to any number you may think desir- able. Method of distribution, whether through His Majesty's Consula or otherwigs is left to your dico's tion. Please report by telegram as to action taker..
